The AI-Surveillance Symbiosis in China: A Big Data China Event


The CSIS Trustee Chair in Chinese Business and Economics and the Stanford Center on China’s Economy and Institutions (SCCEI) launch the third feature of the new collaboration, Big Data China, on July 27 at 12 p.m. EST.  The feature, “The AI-Surveillance Symbiosis in China,” highlights the work of professors Noam Yuchtman (London School of Economics) and David Yang (Harvard University) and their colleagues. The feature shows how China‘s large-scale investments in surveillance technology is both enhancing the state‘s capacity to repress dissent and providing commercial advantage to Chinese AI companies operating in the facial recognition and surveillance space. The event will feature a presentation of the key findings of the analysis and its implications for the Washington policy community by Noam Yuchtman of London School of Economics, David Yang of Harvard University, and Trustee Chair Fellow Ilaria Mazzocco. Trustee Chair Director Scott Kennedy will moderate a panel discussion which will include questions from the public and questions from the audience. The distinguished panelists for the event are: Emily Weinstein of CSET, Paul Mozur of the New York Times, and Trustee Chair non-resident senior associate Paul Triolo. If you, or your kids, are obsessed with TikTok, you might be surprised to hear that the company behind your favorite app is a giant artificial intelligence tech conglomerate in China. Many westerners have no idea that China is actually setting a course to become a world leader in AI, and that a number of key Chinese AI companies have already become a major part of everyday life in China, the United States, and the rest of the world. China's leaders have made AI a strategic priority and are driving the Chinese tech industry to define standards and norms for global artificial intelligence practices. There are three major driving factors behind China’s rise on the global AI scene:1. Access to a huge domestic market. China's population of 1.4 billion consumers is the biggest domestic market in the world. There are a plethora of potential AI applications for this market, so China is fertile ground for AI companies to thrive.2. AI is a top priority for leadership, and the Chinese government has articulated a clear, ambitious mission on artificial intelligence. One of their biggest products is their highly popular search engine – over 70% of Chinese search inquiries go through their engine. DuerOS, Baidu’s conversational AI platform, can add digital intelligence to a range of household devices like smart speakers or refrigerators. Alibaba is an enormous e-commerce platform that hit record sales of around $72 billion in 2020. Chinese consumers pay for transactions with their mobile phones more often than consumers in any other country in the world, and Alipay, Alibaba’s mobile payments platform, enables the vast majority of those mobile payments. Alibaba also provides pay-as-you-go cloud computing services and recently partnered with AutoX to roll out a fleet of autonomous taxis in Shanghai. Tencent’s most popular product is WeChat, which started out as a messaging platform but has now added features that enable users to read the news, buy products and services, order food, and even book travel right in the app. ByteDance is behind the tech darling TikTok, as well as Douyin, TikTok’s Chinese equivalent. Chinese AI Startup SenseTime Relaunches Hong Kong IPO


Chinese artificial intelligence startup SenseTime Group Inc. is relaunching its Hong Kong initial public offering. The original share-sale schedule was derailed earlier this month after a move by the U.S. Treasury Department to sanction the company for its alleged role in creating facial-recognition software used in the oppression of Uyghur Muslims in the Xinjiang autonomous region of western China. Guardforce AI Co. Limited Chairman Terence Yap tells Proactive it has signed a supplemental letter of intent (LOI) with Shenzhen Kewei Robot Technology Co. Limited to acquire an additional twelve robotics companies in China as it advances its goal of becoming the world’s leading provider of Robotics-as-a-Service (RaaS) solutions. The deal, valued at US$12 million based on one-time projected average revenues for the twelve companies over the next five years, follows its previously announced definitive agreement to acquire seven robotics companies in China, the company said.

Europe trails behind US, China in AI research & development | DW Business


From voice-controlled personal assistants to smart robots on factory floors, Artificial Intelligence is having a profound effect on our lives. No surprise then that countries all over the world are trying to stay ahead of the curve. But when it comes to investment, who's putting their money where their mouth is? Looking at private funding, the United States leads the way - with well over 23 billion dollars going into the sector last year. Coming in second is China, with almost 10 billion dollars. That said, Chinese state investment is particularly significant. And the European Union falls far behind, with investment of just over 2 billion dollars. So why is the EU lagging? And does Germany - its largest economy - have any plans to play catch-up? An example of AI in action can be found at a Rolls Royce control room just outside Berlin. Robots destroy jobs and artificial intelligence will soon make us all superfluous. We’ve all seen headlines like that. But the reality of the situation looks a little different. Artificial intelligence is nothing more than a system that processes large amounts of data and makes predictions about the future based on that data. Engine manufacturer Rolls Royce has been a fan of AI for a long time. Even in emergencies, it keeps its cool. In the control room at Rolls Royce just south of Berlin, safety engineers monitor more than 9,000 airplane engines worldwide. Long before the owners of the commercial jets would even notice a defect, the systems here sound the alarm. Artificial intelligence at work. The systems are fed massive amounts of data. Then the owners of the aircraft are informed. The plane can then be taken in for maintenance long before the problem becomes expensive or life-threatening. In the adjacent building, engines are assembled. Many parts are custom-made, previously developed by the design engineers, who also use artificial intelligence. For example, how would it affect the engine if certain components are changed? AI helps to find the best method. The Center for Artificial Intelligence opened at the Dahlewitz site near Berlin in 2019. People here aren’t afraid that artificial intelligence will take their jobs. In fact, the mechanics will probably have to install even more sensors and cables in the future. After all, in about five years' time, the plan is for the aircraft to fly here with hybrid drive systems - based on sustainable fuel and electricity. China’s Big AI Advantage: Humans


Seemingly “intelligent” devices like self-driving trucks aren’t actually all that intelligent. In order to avoid plowing into other cars or making illegal lane changes, they need a lot of help. In China, that help is increasingly coming from rooms full of college students. Li Zhenwei is a data labeler. His job, which didn’t even exist a few years ago, involves sitting at a computer, clicking frame-by-frame through endless hours of dashcam footage, and drawing lines over each photo to help the computer recognize lane markers. “Every good-looking field has people working behind the scenes,” says Li. “I'd prefer to be an anonymous hero.” Li, and many of his classmates at a local vocational school, are benefiting from the Chinese government’s push to move away from an economy based on heavy industry, and toward one focused on high tech. Li doesn’t have a degree in computer science. So for him, this is a new opportunity to get a foot in the door of a booming tech industry. But there’s no telling how long this boom will last. VICE News went to Zibo, China, to find out what it’s like to work in a factory that doesn’t make physical objects, but instead pumps out data.
